Certificate Issue - I have comleted graduation from Mahila Maha Vidayalaya

I have comleted graduation from Mahila Maha Vidayalaya, Purnea in 2014. We need certificate of graduation for the admission in B.Ed. So i am going to college for collection of certificate with valid document. But college authority could not giving certificate after hole day search in file and demanded rs500/- and telling me your certificate is allredy received by Hira Lal. Who is employee of college said by clerk Vinod. I dont know who is Hira Lal and why my personal certificate received and college allow to him for receiving my certificate without any valid document.
