Sent delivery box without the product which I ordered and charged for it

I had ordered 2 items from same dealer
1.) Paragon Slip on
2.) Paragon sandals.
But when today I recieved my package only sandals were present with the bill of both the items.
Wanted to return the item and asked for refund but was rejected by Flipkart.
Called up customer care, only to hear sorry.
