RC of motorcycle not received even after 9 months

Registration certificate of my newly purchased motorcycle issued on 19 Oct 2020 is BR21Y6654. DTO biharsharif, nalanda, Bihar advised to consult local post office as RC dispatched on 22 Oct 2020 whose applno/barcode : BR20101782154385/JA839243402IN. When I inquired at my local post office, they asked me to provide speed post number for the same.
Now, I fade up that even so many follow ups I am not getting even a RC card after paying more than 20,000/- registration fee on purchase of motorcycle. Where else I was able to take away my newly purchased motorcycle only after 1 week when number plate tagged to my motorcycle.
