Train Ticket cancelled amount not refunded

I booked the train ticket on 14 Jan 2015 from NZM to AGC and the return tickets on the same day from AGC to NZM. However, due to train delay for more than 3 hrs for both the onward and returned journey, I cancelled the ticket as per the railways ticket cancel procedure. However till now I haven't received the refund amount. I called up the customer services but nothing has been sorted out now. I do send an email regarding the same but till now the amount of 2200 is not yet fully returned. call up the customer services number every day but no one is answering the phone.
