Making income certificate of any amount irrespective of the original income of the person

Respected sir/madam,
I,Vivek Jha, a resident of Jamshedpur,district-east Singhbhum, Jharkhand,as a responsible cutizen would like to inform you that today when my father went to a nearby csc for making his income certificate ,the person at csc told him that he can make income certificate of any amount on paying him 400 rupees and my father has to only provide him his aadahar card details and no payment slips is required.Thhis is a very serious issue as in government engineering Colleges it is a law to provide tution fee wavier to student's whose family income is less than 6lakhs per annum so by making such fake income certificate they get the benefit of this law and this will also lead to people whose income is more than 8lakhs per annum to come into the ewc reservation.Please look into this matter,as a young cutizen of this country i look upon the government to take serious steps to avoid such acts.
