Unhygienic practice by shree Sai vada pav store

I went to have vada pav, this man in the shop gave me vada pav ( no gloves) . I was standing and eating there only later he went inside the shop and pulled his shirt up and was started scratching the part below belly ( stomach).
This part was reddish in colour as if he was having infected of something. With his hands he scrathing and touching it. I looked into his eyes angry then he got shocked and scared he went inside and washed his hands to give vada pav to other people,if i haven't gave him a angry look then he would have gave vada pav with those infected hands.
I wanted to shout at him but even i was little shocked as I am a college student and have never seen such disgusting thing.i gave the other person 10 rs and came home but now i realised that i should not keep quiet.
I would really appreciate it if you could take some action.
