Take luggage rupees which is home thing

I am traveling from Surat to Ahmedabad, I have observed that when person enter in bus with folding machine, traveller not allowed and take 50 rupees charge and not allowed to put in luggage storage in bus. That person is common man.
My concern is that travels already taken 408 rupees for single sofa which is higher compare to all route then also charge for luggage.No this type of issue seeing in saurastra route.
This all travels company doing transportation type business in bus without any paying to government.
If you want proof then raid any time in this bus which is run bus from Surat to Ahmedabad and you can not find that all luggage is passengers.
And you can also make policy that any person carry luggage with 15 to 30 kg in bus without paying any amount.
So kindly look into this matter and take necessary action.that passenger have no option to argue, I also interfere but not good response and telling that this is our business.
But not care customer that bus is Shilpa travels and doing same type of thing in all private buses which is run form Ahmedabad to Surat.
Kindly look into this and do something which is helpful to all common man in future and I expect you can do something according to law.
