just dial a fraud company

i just started by business listing with just dial few days back...since my payment debited from bank the service they provided is totally reverse than what committed before payment.
I have joined for yearly contract with them but as the service is very poor, i demanded about payment refund and raised a complaint but there is no answer at all to my complaint and they are not willing to give answers.
This is complete fraud and cheating.
