Problem in new LPG connection to them who doesn't having rasan card.

As per new rule effects on 01-10-2018 there is no new LPG connection to them who doesn't having rasan card. And Some agencies are saying need Maharashtra rasan card other states cards not allowed still it's a confusion. The real problem with me My father having a rasan card & having gas connection in my native place Odisha. I am newly married and working in Mumbai. I don't have rasan card right now, I have applied & it takes time so in this case what should i don & how can I get the LPG connection. It's a really bulshit decision of Court.Court should think about it.Still in Maharashtra not Only Maharashtra in India everyone doesn't having rasan card in this condition how court can imphasis rasan card for new connection.
