Not issuing GST Bill, "Raj stationary" denied me a GST bill

"Raj stationary" denied me a GST bill because the total bill amount is less than Rs 100. As a consumer I have a right to get GST Bill on any bill amount. Please help in bringing justice to such malpractices.
