Online buying and delivery of incomplete product

Sir/Madam,
I have bought a vaccume cleaner of Karter brand of 5692INR for domestic use from"industrybuying.com" but i have recived a incomplete product i.e. the cartridge filter is missing and on calling to the company there is no authentic action and a reply given to me. I dont know how to proceed forward.

    sir i had contacted the company people but already 5 days passed and they are not giving any answer except that they have forwarded the complain to concern dept.
