Not delivery of cyclinder customer of Bhagwaria Gas Service Karnal

I am customer of Bhagwaria Gas Service Karnal. My customer No. is B-17768. A refil voucher No. 3000048532 dated 17.8.2016 has been issued for delivery of cyclinder but cyclinder has not been issued to me till today. Every day I am visiting the agency but they are not giving the filled cylinder and making excuse that due to shortage of cyclinder they cannot tell the exact date of issue of cyclinder. Kindly help me
