Defective Cylinder Delivered & Delay in Delivery of 2nd Cylinder

HI MySelf Anup Srivastava. I have 2 cylinders. The cylinder i received 2 month back is not functioning properly just because pin is very low. I complined the same in Agency but nothing happened. I booked 6 days back for refilling of my sec cylinder but till now cylinder has not been delivered. if you try to contact agency, no body pick the phone.
Please help me in resolving this issue.
