Astorian builders - Not finishing work and not giving possession of property

Hi, I am sanjay, residing at Vadodara. I bought tenament worth 1780000 and paid all amount to builder. Although I was late for payment due to medical emergency and due to builder's delay in providing information, I am being asked to pay 50000 late payment charges. Also, builder has taken full money and not completing my pending work. They are not giving me possession too. Please suggest what to do.
