President don't know consumer protection act, We had filled complaint against bank at DCRF Pune Maha

We had filled complaint against bank at DCRF Pune Maharashtra State but President of DCRF Pune is not issuing notice to the bank in spite of complaint had filled 3 months back. He is not aware of consumer protection act 1986. He is harrassing the complainant, representative of complainant and complainant advocate.
