Not returning my money, taken rs. 17,500 from me to deliver KTM Bike as winner

They taken rs. 17,500 from me to deliver KTM Bike as winner. Now they are not returning my money and not giving my bike. they are saying first the winner certificate will be cancelled and than they will do... but it happen almost 2 months still I have not received my money. now they are not receiving the my calls. The numbers are: 7079528358/ 7484079210/ 7461098372/ 8651773752/ 8651773752. Now tell me what I have to do. Should I have to complain to Police and raise the FIR against them.
