Misuse of cylinders

I had booked my cylinder on 25/4/15 and today is 5/5/15. SMS received from IOCL on 1/5/15 that the cylinder is delivered but on inquiring Verma Gas Agency I was informed the cylinder will be delivered by evening everyday since 1/5/15. This happens every time I book the cylinder, means the supplier used to misuse my cylinder by lending the same to some restaurant owners and consume around 2-3 kgs of gas before delivery to my premise. I had counter checked the weight and always found shortages. I already complained IOCL and no action taken against the supplier. So is there any option of change of agency withing the area? Please held.
