I had booked a flat in Tulip Violet Sector 69 Gurgaon in May 2012. As per the buyer's agreement, the builder had to pay penalty for the delay in offering possession. The delay here is close to 3 years however, the builder denied the penalty and even after several requests, builder did not pay the penalty.
