complain against Hooliganism of Local Pvt GAS Agency

Dear,

I was used to take cooking gas cylinder from Mathaji Gas agencies, located in bellandure (bangalore) when I was staying at my old address (HSR Layout).
The person has delivered the cylinder for 3 years without any issue.
Now I have moved into my new address and asked him to deliver it to my new address. He did it for first time and started chanting on the same day, that new address is too away from his reach (bellandure) but still he took advance deposit of amount 2700/00 INR as it was double cylinder. Same day he told that he has forgotten to bring deposit receipt and will bring it next time.

Now second time when I called him for cooking gas he started making an excuses. Its been 17 days since when I am having follow ups with him for cylinder and today he denied to deliver it. When I asked him to give back my money, he straight forward denied from it, saying - that you have my empty cylinder and money is balanced now. I threatened him about complaints and he started abusing and started threatening me being a local guy.
Please Note - Though I have resisted with INDANE now and will get the cylinder, but still feel that such anti-social elements need to teach a lesson so that they wont do it with some one else.
Request you to please look into it and help me to get my money back.
