querry regarding issue of passport

My wife Nisha Jain got her passport issued from Regional Passport Office Ghaziabad in 2005 and now it is expired. As I am a public sector employee and now posted in Jorhat, Assam can I get her passport issued from Guwhati Passport Office, if so what sort of formalities I have to fulfil. and also for my son who is minor and his passport is also expired.
