Late delivery of Paper

I live in Panchkula but the Tribune is delivered to me after 7.30. I have requested many times but all in vein. Today, the delivery boy even refused to deliver the paper. Is there any remedy to get the paper in time as I am addict of Tribune and reading it for the last 30 Yrs.
