Irresponsible lady sitting for collecting documents

I had submitted my tourist visa application on Ukraine embassy on 20th of may. On the same day i asked the lady who is receiving documents to make its an express way but she didn't agree with that. And i had deposited 5100 INR to thier account abd gave me collection day as 4 th june which is 15 days after my submission. Today 4th june when i go there and give my receipt the the man who is sitting there is searching for my application. From that I understand that the lady don't even consider ny application in last 15 days. It was really sad to see that. Around 1 hr they searched for my application and they found. The lady told me to come next day 5 th june to make new payment for express way the same thing I asked for very first day if submission. I can't wait for more days because i have to fly to Saudi arabia for my work on june 5 otherwise i will loose my job and my future the same thing I explain to the lady on the very forst day. But she didn't consider my request. She just behaved to me very badly on the first day. I had submitted my passport for 15 days and they don't even check my application. Because this irresponsible activity i had loose around 2000US$ for changing my flights and all. I request to this embassy that already their country in crisis because of war so please appoint someone who values other human beings.
