Hold my phone without any reason, Costum employee in Delhi airport

On 9/6/2017 I came from Australia and arrived on same day at 6:25 pm at IGI airport New Delhi.
In India when I took my luggage after immigration
3-4 persons came to me and identified Themselves as custom dept. Officials. They asked me for checking.
I had my 2 phone
Of apple one was iphone 7 plus black and other was iphone 7 rose gold. Then one of them took my phones and asked for bill. I show them bill for iphone 7 plus black but unfortunately i forget to bring bill of iphone rose gold.
Then they took that iphone 7 rose gold in their custody and said next time bring the bill and take your phone from us. After this i asked them for receiving recipt several times but they refused to provide that to me. I had registered a complaint regarding this issue. I hope you will do investigation after this to help me so i can get my phone back as soon as possible.
