Deficiency in providing after sales service

I have submitted a Xolo Q600s mobile phone for repair in warranty period vide WO no. 510004020620 on 13/5/2015. Even after lapse of more than one month, my mobile has not been returned to me.

    Dear Sir,
    More than two years ago I had purchased a NOKIA 925 which suddenly stopped working about Six Months back. I have about a Six Weeks back given the unit to local NOKIA authorised Centre, who initially said that the phone is repairable at extra cost of Rs. 7,000/- since it it our of service & the repair will take about 3 Weeks time. I agreed for their terms.

    Recently after following up with the NOKIA Centre, last week they inform that the Unit is not repairable since the part is not available with them.
    The Cell Phone Model is launched in India not more than 3 Years ago.
    Please advice whether the above matter is deemed fit to be contested under the Category of Deficiency in Service in Consumer Redresal forum? Await reply. Thank you.
