If NBPDCL is generating default bill for any month for the customer who does not registered his mobile number because as he belongs to rural area and does not have idea about mobile, for those customer NBPDCL should not charges interest because at that moment the customer would not have idea about his monthly electricity bill. Usually it happens when meter reader belongs to that area is not doing his job properly. I think NBPDCL is running scam or they should teach lesson to their meter reader because they are availing self leave without permission. This is something NBPDCL should work on.
