Charging Ilegally for parking and not giving reciept

There is area by the name of Sarvoday Garden which is located near Bhanu Sagar theatre Kalyan west, also there is DTDC Courrier Office at the end of Platform no 1 ( towards CST direction)of kalyan west station.

In this area many people park their bikes approx 400 daily and go to work. since last week of DEC 2015 group of 4-5 people are standing and asking for INR Rs. 10 as parking charges and when demanded for receipt about the same they dont give anything nor they have any legal document to show which says they got permission from KDMC and Police to take parking charges.

For this same matter we did inform to Mahatma Phule Police Chowki and also made online complaint at KDMC website but nothing has been done. After few days when i sent my other friends with thier bike one fat Muslim chacha asked for Rs 10 and noted bike no in his register. When my friend demanded for the receipt nothing was given. Muslim chacha also asked him to unlock bike and go.

When we said how could be keep bike unlock when you dont give us receipt? what if it goes to theft? he got angry and said you go.Why is police busy in filling their pockets and doing nothing to stop this?
