Non receipt of refil

I booked for a refil on 2 March but haven't received the refil cylinder yet. I have received a msg on my registered mobile that cash memo 3000302186 generated for booking no.270860 on 15 March.
The worst part is the frustration when your phone no.2303027 remains unanswered even after calling probably 30 - 35 times . Can you at least answer the customer please.
