Non-delivery of gas Cylinder

I am a bharat gas consumer No. 55852704 booked for refill on 3rd March 2015 but till date (3rd April 2015) it has not been delivered to me. However, I got one SMS that the gas been delivered to me on 30.3.2015. I tried thousands time to contact distributor (Shashi Chandra Gas Agency) but failed as his phone was engaged all the time. I tried to contact Bharat Gas Complaint portal but failed. I am facing problem as I do not have gas in my home. I do not left with any option except go to consumer forum.
