gas connection transfer to karnal

Sir I am banker and have transferred to karnal,my wife have deposited the cylinder at the go down.Agency is telling saying that I have to appear personally for transfer to karnal.my wife has approached them for surrender of regulator,yet they are not taking it submitting that I have to be personally present to do the job.secondly they never pick the pH no 0180 4012009 .please advise since being banker I to take leave to do the job.can't my wife do the same thing on my behalf please advise regards
