Defective cylinder not replaced by the vendor.

After switching the regulator of the cylinder off, the flame of the gas still burning. The same was shown to the vendor immediately. He examined the cylinder on 28.03.15 and said that the pin of the cylinder remained on pressed condition even after switching off the regulator but did not replace the cylinder. Our life is at risk. Please look into the matter immediately.
