transfer of gas connection

I am railway employee and transfered from Tamilnadu to Gonda district of UP. I aproched to Bargaon shahkari gas service with all relevet documents. Mr Jaiswal the dealer of ajency told me to deposit Rs 3500 with all document and I did so in month of November.Till today he could not give me connection. Please take necessary action.
