Non-booking of cylinder

I tried to book cylinder by 'IVRS/online' but it failed to book with a remark that 'Consumer is bloked by Distributor'.
Please help me to come out of this situation and allow me to book a cylinder. I also want to give up the subsidy and I have already applied for that online.
