transfer of gas passbook into another family member

sir i would like to inform u that our gas connection was done in the name of our uncle several years back but now due to new process of gas booking i m facing prblm because my uncle does not reside with us and he is not in touch wid us. so how do i transfer that passbook into my name. so that i can register wid my bank accounts and avail the new benefits.
