Misbehaving, Overloading and Overspeeding of car

I want to file a complaint against a car driver MD Saddam (HR 55Y 8705) for misbehavior, over speeding and overloading. He drives a car between Anand Vihar to Gurgaon. As you can see in the picture, he daily brought 4 people by sitting in the back seat and 2 people in the front seat which is against the rule. He misbehaved with me even about money transactions. Kindly take strict action against such type of drivers which are running cabs illigally and threatened to the passengers.
