Shopkeeper not provide bill complaint to Narula auto industries

I want to purchase some auto electrical parts from Narula auto industries but he refused to make a bill due to product value is less than Rs 1000 . I am not purchase the item because he was not make the bills of less amount.i want to compliant against this firm for there inappropriate behaviour and breaking the government law.i am providing the complete address of this firm and i want to hopefull appeal for concern department kindly take strict action against this firm so that they never refuse for a bill to any other consumer.
