9 digit mobile number sold to me from BSNL website in december

I booked a Fancy number 758850211 from BSNL website in december 2016 and made a payment of Rs 863 to the BSNL office and they gave me the payment receipt, after waiting for 2 days the sim was not activated and they told me that this number could not be activated because this is 9 digit number,then i asked for my refund amount they told me to give written application regarding this , so i wrote an application and submitted to BSNL office then after they told me after few days you will get the refund but waiting for almost three month I havent received my amount and they are still selling that number online , I have uploaded the image you can see.
