Refund of Advance booking amount is being denied by Golden Iris, Jamshedpur

I have booked Golden Iris hall for conducting engagement ceremony of my brother 18th April 2021 (10:00 to 16:00 hrs) by paying an advance of Rs 15000/- by SBI debit card on 30th March 2021.

On 6th April Govt of Jharkhand imposed restriction on doing any function in banquet hall except marriage. Same was published widely in all local newspapers on 7th April 2021. We went to Golden Iris and inquired about feasibility of doing function. They clearly said that without govt permission they will not allow. Still we tried to approach govt. officials to allow us to go ahead with function as our hardly 70-80 person only would gather. But it was denied.

So we went back to golden iris and they suggested to postpone the dates which was not possible for me. So finally on 14th April 2021 We communicated them to cancel the event at their place. They told to send a email also, which I could send only on 16th April 2021 since I was too packed in making alternate arrangements.

I approached golden iris for refund of Rs 15000/- which they told that they will discuss with their management. on 21st April 2021 they came up with proposal of shifting of dates for 6months, which was not acceptable by us since we already completed the engagement ceremony. The govt restrictions were removed only in month of July 2021.

I was always given false assurance that our case is put to management, chairperson is not in city etc etc whenever we visited them or contacted golden iris.

Since couple of months they are telling nothing will be refunded! Its a shock for us. Just because we are not staying in the city of jamshedpur at present they are trying to fool us.

I request competent authority to help us in this regard for which I shall be grateful.
