Failed transaction amount not refund

I fill my wife ctet 2019 exam form (Application No. 19121089886). On 13 Sep 19 am fill form and fees paid through SBI Netbanking but transaction failed m waiting 2 days and 16 Sep 19 amount paid again because on ctet site form fees pending. Bank and ctet board both not response till date.
