Debit Card, applied on 11.08.20, did not reach me till 19.11.20

I am one of the old customers of PNB.. I am using Rupay card. On-10.08.20, the card stopped working physically. Now It does not work in any ATM machine or POS Machine. It works online only where a mere card number required with OTP. whereas the card is intact and not damaged in anyway. I contacted PNB customer care by dialing 18001802222 on 10.08.20. The customer care representative asked me to send a mail to debitcard@pnb.co.in. I immediately sent a mail. Further on 11.08.20, I contacted my branch personally. The branch official advised me to apply for a new card and get the old card cancelled after the issuance of new card. As per the bank official instructions, I applied for a new card on 11.08.20 and Rs.295 was deducted out of my account. I was told that the new card would reach me by post within two weeks but it did not reach me till 19.11.20. The branch has no answer to my query. I contacted the customer care executive on phone twice. He simply advised to make a complaint online. I have sent mail thrice to debitcard@pnb.co.in but till date I have not received a single reply. I also sent my complaint to 'complaint@pnb.co.in' and on 31.08.20, they simply forwarded my mail to 'debitcard@pnb.co.in' with cc to me but till 19.11.20, I received neither any reply nor my new card. I am 57 years old and In this corona age, it is not feasible to visit the branch frequently. Further on 15.09.20, I lodged a complaint online with the ombudsman (Ombudsman Office/CEPC, RBI, BO New Delhi II). The complaint was acknowledged as complaint no. 202021016004385 under auto response system but to my amazement, I got no reply since then. When I check the status online, it shows ‘complaint with entity’. I have no information from any source as to when I am going to get my new Card. You are my only hope. I seek your help in this matter.
