Failure to deliver assigned baggage

I Ashok Chary Krishnama & my wife Kala Aiyer Chary traveled Indigo Airlines- Indore- Delhi-Doha on 25th December 2019, PNR SKSV6D & CJLL6D respectively At the point of Origin we handed 3 consignments to Indigo Employee Mr Abhishek at the Indore Airport Indigo Checkin Counter Subsequently Indigo provided us with 3 luggage acknowledgement tags However, when we landed at Hamad Airport DOHA, we received only 2 out of the 3 consignments that we handed over to Indigo Staff at Indore.Our bag containing Medicines, winter clothing, precious health related herbs & vegetables was not delivered to us at the point of termination Surprisingly One of the Indigo " Ground Force" staff reached us on our Delhi-Doha flight seat & checked on how many piece of luggage we handed over to Indigo at the point of origin. He also checked our luggage tags & left us assuring that everything was okay. But now we have reasons to suspect that this Indigo staff has something to do with our undelivered consignment.
In this regard we have lodged compliant with the relevant authority at HIA DOHA.
We have also sent several Emails to Indigo Airlines including their Nodal Officer but no satisfactory response thus far.
Indigo Airlines accepted our baggage to be carried by them & to be delivered to us at the at the port of disembarkation.As custodians of our consignment Indigo failed in their duty to deliver our consignment at port of disembarkation constituting case of deficiency of service resulting that we are forced to skip life saving medicines, suffer without winter clothing & undergo mental trauma & torture. I wish to move the consumer court and seek damages from Indigo Airlines for the discomfort & trauma caused to me & my family due to their inefficient service & conduct.
