gas delivery problem and not giving bill

respected sir,i have booked a gas in april month of 2016 but still they are not giving me my gas cylinder. i have went to indian gas office after waiting a long period on 14/05/2015 they told me that i will get my cylinder on 15/05/2016 but the distributor is not providing me the cylinder. he daily made a new excuse.and one more thing he always take more money what i have got in my mobile in mobile msg to pay. he never give us gas bill when we asked for bill he say that he will give it tomorrow but he never do so.plzz help me
