Fraudulent PNG Bills (igl) connection from INDRAPRASTHA GAS LIMITED

I got Piped Natural Gas / PNG connection from INDRAPRASTHA GAS LIMITED but I have not consumed any Gas since Jan 2009 due to my transfers outside Delhi. But the company IGL is making invoices / Bills on assumptions and charging me over Rs 400/ every month since Jan 2009. The IGL staff has not taken actual Meter Reading since Jan 2009 as the premises were locked. The actual Meter Reading in Jan 2009 was 464 .172 and still it is the same reading ie 464.172. I have made several complaints to the Chairman Indraprastha Gas Limited through their png customercare in this respect and have requested them to refund me the amount of my Security Money and supply me the copies of Invoices / Bills from Jan 2008 to Jan 2009 as only these bills were based on actual Meter Readings, but no heed has been paid to my complaints as yet.
